this quest is available with 43 (see description), maybe you can try again with 43 :)

Checked. A Very Old Letter needs level 43, as the letter's description says, and you were 42, so the quest could not start - but the game did not tell you why. Using it below 43 now shows the level message and you keep the letter; use it again at 43. Live after the next server update.
