i can confirm. the patch says "Bring him within reach of Riley and the quest completes" but it should trigger before. there is a mark for this quest where to lure him, and it doesnt trigger there. if you are unlucky, the npcs kill snoop before you even come to Riley

I managed to complete it by luring two and one survived long enough
maybe you also can spread them up? the points you add them manually they are a lot of them, but would be better if they are spread over the area :)

Fixed. To Catch a Spy now completes as soon as the Snoop reaches the marked spot at the edge of Riley's camp, before the camp guards can get to him, so you no longer have to bring him to Riley himself. The Snoops are also fewer and spread out, so you pull one at a time. Live after the next server update.
