after talking to garm you need to enter the arena. but he is not porting you into the arena, with the info that area is currently unavaiable. if you enter it, you enter the wrong arena instance for the abyss entry quest. so currently impossible to finish the quest.
the abyss entry arena instance should you port into the arena, here you need to enter manually with the abyss entry. i think thats why its bugged. for this quest you need to enter manually too, so thats why its wrong instance
Fixed. The Shadow Court Dungeon, where Garm sends you for this quest, was closed by mistake as if it were later content. Talk to Garm and he now sends you in; find the Underground Arena Exit, then report to Khrudgelmir and Munin. The door beside Garm leads to the abyss-entry arena, so you don't need it. Live after the next server update.
