double guards spawn

Fixed. While the Elyos held Siel's Western Fortress, 16 of its guard posts had a second guard standing beside the first (gate defenders, rangers and gallowglasses). Each post has one guard now. We also removed a few guards that stood exactly on top of each other in the Divine Fortress and Kysis Fortress, a doubled Etzel among them. Live after the next server update.
