Work order between lvl 200 and 290 should have 'elemental water' has a possible reward. They do give greater elemental water which is correct though

Alchemy work order reward

Checked. Elemental Water is already a possible reward for Alchemy work orders from 105 to 400 points. In a test of 20,000 hand-ins for each order from 200 to 290 it came about 1 time in 10 (about half the time at exactly 200), as often as Greater Elemental Water. It just may not have come up in your hand-ins yet.
