they should use as first attack the skill 'Arrow Strike'. Other guard Sentinel also should have this rule.

Fixed. The Prison Sentinels now open every fight with Arrow Strike, from where they stand. The same goes for every other normal guard archer that has Arrow Strike, of all three races: fortress rangers, veteran archers and strongbows, and cadet archers. Two kinds of Prison Sentinel don't have Arrow Strike at all, so they still open with a normal shot. Live after the next server update.
