using rotan resets all displayed cooldown to zero in the skill bar, skills cannot be used but they appear to be off cooldown

Fixed, thanks. It was not Rotan itself: every item that is used like a skill (Rotan, the beads, the potions in Kromede's Trial and similar) made the skill bar forget your skill cooldowns. The skills were still on cooldown on the server, so they looked ready but did nothing. Your skill timers are now sent again after such an item, and after logging in. Live after the next server update.
