you dont get from Horto or Rabino when collecting in Brusthonin. there should be a chance like 5% to get one for the quest.
Please also check if the elyos quest 'A Map Made of Stone' Upper Stone Plate, the Middle Stone Plate, and the Lower Stone Plate can get from Theombomos when collecting titanium (upper), gems(middle) and lower (lumesia)

Fixed, thanks. Brusthonin's Horto and Rabano now give a Fine-haired Larva 20% of the time, as in the original game. In Theobomos, Titanium and Gold give the Upper Stone Plate (10%), Topaz, Aquamarine and Zircon the Middle Stone Plate (25%), and Lumesia the Lower Stone Plate (10%), so A Map Made of Stone can be done again. Live after the next server update.
